I would ask the city to publish the following data, bi-monthly or yearly, on the website:
1) The total expense of the water system in that period
2) The total revenue of the water system in that period
3) The total amount of water processed in that period
4) The total amount of water consumed in that period
If these data are printed on the water bill, it would be convenient to see these also:
5) The percentage of water consumed by that ratepayer with respect to (4)
6) The percentage of bill paid by that ratepayer with respect to (2)
The reason behind these numbers are in here (https://davisvanguard.org/index.php?option=com_content&view=article&id=6054:measure-i-forum-on-saturday-february-2&catid=50:elections&Itemid=83&cpage=30#comment-174902)
