Council Deliberations on Anti-Discrimination Ordinance

For those who missed the Davis City Council Meeting from Tuesday evening, here are some of the key snippets and exchanges. Included on here are the admissions by Councilmember Stephen Souza that he rewrote the proposal just prior to the city council meeting and that he has only that evening read the minutes from the original discussions. Moreover, you see Souza questioned on the use of the personnel board to lodge complaints against employees. You see Councilmember Heystek question City Manager Bill Emlen on how he would operate under the proposed changes. Finally you see Mayor Sue Greenwald flesh out that the “mediate” and “investigate” mentioned in the ordinance clearly do not refer to those terms in the legal sense since the ordinance explicitly states that these findings are not admissible in the court of law–whereas if the HRC were an investigative body with actual authority to adjudicate, the wording would be more reflective of that.

  9. After viewing this clip, I get what Darnell was “seeing”… Souza was clearly not poised to do battle over this but rather,from the outset, was trying to avoid being run over by this political Mack truck that the Gang of Three had created.

  13. Still not buying this line of thinking. The Gang of Three did not create this Mack Truck–Souza did. He didn’t do his homework, he turned in his assignment at the last second, he didn’t read the deliberations from 1986, he wrote this, and he put this forward and then about halfway through, he collapsed like a deck of cards. He created this himself, he wrote the subcommittee report, he therefore chose to put a report with a recommendation rather than laying out options for the council, and finally he never consulted with the city attorney even though this issue came up in OCTOBER of last year. Somehow in those 8 months, he never once bothered to ask Harriet if there was a conflict? Oh please.

To reply to the other “anonymous” – Kelly was never a secretary – she was the economic development coordinator first when she came to Davis, then the department was re-structured to have Mike Webb and Ken Hiatt as the economic development persons and she became assistant to the city manager, then deputy city manager.

  21. thanks for the video, they really should put video of city council meetings online at the city of davis website. it wouldn’t take that much effort or cost much, and it’d make the council much more transparent to the average citizen.

    the county supervisors have started doing it, i see no reason why davis can’t.

    Please. They never used the title “deputy city manager” until she worked under Emlen. I’d like to see the work done to earn that title when this kind of shoddy work is done. That is quite a jump in titles.
