The Woodland Police Department ended one mystery on Monday, but continued another. Enrique Rios and Elijah Moore, the two Yolo teens missing since late 2016, have not been found, but four people have been arrested, accused of murder, conspiracy and kidnapping.
Enrique Rios, 16, of Esparto disappeared along with Elijah Moore, 17, of Woodland in 2016.
There were three arrests made over the weekend, Woodland Police Chief Luis Soler said at a press conference Monday morning.
Among those arrested were Chandale Shannon, Jr., 21, of Winters, Jesus Campos, 18, of Woodland, and Jonathan Froste, 21, of Knights Landing.
The three were expected to be arraigned on Monday, but that was delayed until Tuesday because a fourth suspect, David Froste, 27, of Knights Landing is also being charged in the case.
“The District Attorney’s Office will decide if they will file the charges,” Chief Soler told reporters. “We made an arrest based on probable cause, district attorneys make a decision to file charges based on those things.”
He said because this an active case, they cannot give details as to what that probable cause was.
Mr. Campos will be arraigned in juvenile court, “because at the time of the crime, he was a juvenile.”
Mr. Campos is being held on suspicion of murder, conspiracy and kidnapping. Mr. Shannon is being charged with murder and conspiracy to commit murder. Mr. Froste is charged with murder, accessory, and kidnapping.
“Just because we made arrests, doesn’t mean this case is closed,” the chief said, calling it a very active case. “We are actively pursuing leads as we speak.
“There is a lot of evidence still out there to collect,” he said, noting that there may be more arrests. “This is the first step of a long process.”
Chief Soler said one of their goals is to bring closure to the families. “As a parent myself, I cannot imagine having to deal with this for two years, of the uncertainty of where my kids are, what happened to my kids, that’s excruciating,” he said.
Woodland Police Lt. Aaron Delao said since early in the investigation they have been pursuing a number of different avenues and tips that have been coming in. “These three have been looked at, we’ve conducted a number of interviews with them during the last 19 months,” he said, declining to specify the evidence against the suspects.
The information they have been exploring led them to these three.
“They were persons of interest and at one point they became suspects,” he said.
The FBI was brought into this case because Woodland, as a mid-size department, did not have the resources to be able to conduct an investigation of this sort.
Following the arrests, Woodland Police officials reached out to the families to let them know that arrests had been made and that the investigation was still attempting to ascertain the location of the boys.
Lt. Delao told reporters that Ms. Moore was “obviously saddened” but “did express some relief.” He said, “Relief in the fact that arrests were made and that it’s possible that there may be some finality to the pain and suffering.”
Arraignments will be held this afternoon at Yolo County Superior Court in Woodland.
