Gifted and Talent Education Student Ranking Process at DJUSD‏

Apparently California State University, Sacramento did a study on DJUSD’s Gate Identification Procedure back in 2005

Among the findings:

“…A significant challenge Davis faces is related to the ranking of students who meet identification criteria but are put on waiting lists because of space limitations. This challenge is exacerbated by a lack of clarity in what determines a child’s rank. OLSAT scores, for example, determine some children’s ranking, but when rescreening occurs and alternate test scores replace sub-test scores, this presumably changes the rank. Further, some students are tested privately which has raised questions of inequity with some parents, and expectations of assured program placement by others

Renewing California: The Challenge Of Rough Times

As we all know, our great state is facing terrible times, largely the result of the takeover of the Republican Party by ultra-fanatical and  wealthy factions accompanied by the failure of many Democrats to adhere to the pro-democracy principles of their own party.

We have been led into a “Great Recession” nationally because of the continued efforts of the GOP, with Blue Dog help, to undo all of the banking and other reforms of the Roosevelt New Deal. We have been led back into the treacherous policies of the 1920s and even back into the 1890s, with apparently no enforcement of the anti-trust and other reform laws that our forefathers and mothers fought so hard to carve out of a vicious system of inequality.

The Natural Resources Commission Debates Its Future Role

The Natural Resources Commission (NRC) held their monthly meeting on Monday, January 25. In attendance were Chairperson Jennifer Holman, Commissioners Herman Boschken, Doug Fetterly, Adrienne Kandel, Alternate Commissioner Mark Lubell, and Planning Commission Liaison Kris Kordana

The most important item on the Commission agenda was the reporting by Staff of the proposed 18% per annum water rate increases for 5 years. This will result in a 230% increase in rates over the 5 year period. In the interests of more rapid reporting of that specific information, that story was published separately in the Vanguard on January 26, 2010.  This article reports on the remaining agenda items considered by the NRC that evening.

Our longtime friend, Cathy Speck, is a finalist in the Tom’s of Maine “Hero Next Door” contest.  Cathy has incurable ALS, amyotrophic lateral sclerosis (aka Lou Gehrig’s disease).  Cathy is fearless, but worried about her wife Linda because, even though they are legally married in California, she knows that when she dies Linda will not have access to her Social Security and other benefits.

Yolo County Grand Jury Looks For Diverse Membership for 2010-11

Yolo County is currently seeking members for the 2010-2011 Grand Jury. Nineteen citizens, selected by an interview and random draw, comprise this arm of the judicial system. It is a watchdog organization whose civil job is to investigate corruption, malfeasance, or simply inefficiency in the agencies and offices in its jurisdiction that receive public funds. Are local agencies doing their job? Are they following the rules? Problems are identified on the basis of complaints submitted from the public or from investigations initiated by the Grand Jury itself.

Westlake IGA Market : Groundhog Day Grand Opening = Save Our Teachers . . . Buy a Dog Day!

To All Davis Neighbors,

Next Tuesday (Feb. 2nd) the Westlake IGA Market is having their 1st Annual Groundhog Day Grand Opening . . . headlining the event will be the Aggie Band-uh in their finest Groundhog Day attire and set to perform at 4 PM!  The Market is giving 2 bicycles away in a drawing at 10 AM and from 12 noon until 6 PM they will be selling a tasty Oscar Mayer hot dog with a soda and a bag of chips all for $1 . The proceeds from the hot dog sale are going to the Davis Schools Foundation, which helps retain Davis school teachers . . . 88 of whom are currently in danger of layoffs because of a lack of funding. The Davis Schools Foundation will have an informational booth set up along with their donation bucket. We hope The Vanguard readers will come out to West Davis and buy a ton of hot dogs!  Or at least stuff a few dollars into the Davis Schools Foundation donation bucket . . .

City-UCD Student Liaison Commission Update

The City-UCD Student Liaison Commission met on Wednesday January 13th, 2010 for its normal monthly meeting.  At this meeting many issues were discussed that carried over from its December meeting.

Among the items discussed was a possible ordinance that would require the return of interest earned on rental security deposits in the city of Davis.  The ASUCD Senate passed a resolution in November supporting such an ordinance and submitted this resolution to the Commission.  After discussion both in support and in opposition to this proposed ordinance the Commission decided to not make a formal recommendation to the City Council at this time while other options could be explored.

Recurring Donation Payments Come to the Vanguard

The Vanguard donation system after much prodding and headaches can finally accept recurring payments made on a weekly, monthly, twice yearly, or annual basis.

Imagine this for a moment, there are over 1000 people on this list.  Now imagine that each one of them commits today to donate at least $10 per month just as they would pay for a month newspaper subscription.  

Planning Commission Gives Final Approval Of Carlton Plaza Davis Over City Staff Objections

Up for final consideration before the Planning Commission on the night of January 13, 2010 was the Carlton Plaza Davis assisted living facility, to be located next to the Konditerei and the Davis Police Department. The project was approved as is by a 4 to 1 vote, despite opposition by City Staff on behalf of Davis Waste Removal and the Davis Police Department.

The proposed building itself is designed in such a way that the social center and support functions are located on the first floor. Residences are located on the second and third floors. Strategically located elevators and building design minimize walking distances for the frail elderly. Even though the facility is an institutional use, building colors, window styles and architectural features give it a residential feel. And of course the project is energy efficient in various ways to meet the city’s new sustainable standards.

Novel H1N1 Vaccine Clinics in Yolo County

(Woodland, CA) – The Yolo County Health Department, in partnership with the cities of Davis, West Sacramento, Woodland and Winters, is pleased to announce a series of free Novel H1N1 flu vaccination clinics.  Because H1N1 vaccine supplies are currently very limited, vaccinations will only be offered to the following priority groups:

* pregnant women
* parents of children under 6 months of age
* children and young people ages 6 months to 24 years

Staff Presents Revisions to Latest Draft Climate Action Plan to NRC

On November 30, the Natural Resources Commission (NRC) met in City Chambers for their monthly meeting delayed by one week due to the Thanksgiving holiday. The meeting was attended by Commissioners Herman Boschken, Dean Newberry, Adrienne Kandel, and Chairperson Jennifer Holmes.

The two main items on the agenda were an informational report from staff to the NRC advising of the timelines for the 2010 City of Davis Environmental Recognition Awards and a staff presentation on the current status of the city’s Climate Action Plan.

City-UCD Student Liaison Commission 2009-2010 Goals

The City-UCD Student Liaison Commission meeting met on Wednesday, November 4th, 2009 to discuss their plans for the 2009-2010 year.   With some new and excited student members, the Commission has put together some broad and ambitious goals that will improve student and community relations within our city.

Davis MoveOn Takes Health Care Fight to the Streets

Davis MoveOn Council joined 700 cities across America when they organized  a high impact Stand Up for Health Care Rally at the  Amtrak Train Station Tuesday November 3, 2009 at noon.

Davis residents greeted people coming off the Amtrak Train with chants demanding Health Care for All Now. They flooded the Davis restaurant area with more chants calling for the Public Option. Under bright sunlight,  the public saw the determined and compassionate faces of those who need health care and those who support health care for all.

Staff Presents Implementation Plan for New Voluntary Wood Burning Program and Latest Draft Climate Action Plan to NRC

Editor’s Note: The Vanguard will be covering a variety of City Commission meetings in order to keep the public more informed as to what is going at the commission level.  Mr. Pryor attended the NRC meeting on Monday night, this is his report.

On October 26, the Natural Resources Commission (NRC) met in City Chambers for their regularly scheduled monthly meeting. The two items on the agenda were informational reports from staff to the NRC. Staff initially presented an update on implementation of the Yolo Solano Air Quality Management District’s (YSAQMD) newly revised voluntary wood burning restrictions and initial plans for continuing research on air quality in Davis in collaboration with Dr. Tom Cahill of the UC Davis Delta Group. The current status of the city’s Climate Action Plan was then presented and discussed.

Immersion Film

Synopsis:“Immersion” shows a bright boy who, through no fault of his own, is sinking in the classroom at the hands of California’s “structured English immersion” policy. The film’s intent is to spark a conversation about educating immigrant children. The film also gives people, who may have no experience with the struggles of learning another language, an insight into how daunting this process can be. A panel discussion will immediately follow the film’s showing. Included in the panel will be the film’s director and other experts on this topic.
