It depends on the outcome on Measure I. Since I feel that water is where the city is the most vulnerable in the long run, if the vote goes in favor of Measure I, I would have to make a different choice. If the vote goes against Measure I, I feel we will have shot ourselves in our collective civic foot, and water will remain the biggest challenge.
I think it is full employment.
