The City of Davis is increasing public safety, enforcement and coordination efforts for Picnic Day 2026, including doubling police staffing, implementing traffic control measures, and enforcing existing laws, in order to promote safety and minimize risks associated with large crowds.
Joseph Allen Davis, 19, of Sacramento, was indicted by a federal grand jury on one count of being a felon in possession of a firearm, after police determined he was the shooter in an April 2025 shooting at Rainbow City Park in Davis.
The Davis City Council received an update on the Picnic Day shooting, which left three people hospitalized and required a massive police response, and discussed the need for better communication and transparency, as well as long-term solutions to prevent similar incidents in the future.
Three non-life-threatening injuries were reported at Community Park on Saturday after gunfire erupted during a large gathering, prompting city officials to release a statement reaffirming the community’s values and urging patience during the investigation.
